In accordance with Article 41 of the Constitution of the Russian Federation, I have the right to free medical care. This right is directly applicable, has supreme legal force and does not depend on the form or specific form of the document. Moreover, to a large extent, medical care is provided to citizens free of charge at the expense of the state budget, as specifically stated in the Constitution of the Russian Federation.

Article 11 of the Federal Law of November 21, 2011 No. 323-FZ “On the fundamentals of protecting the health of citizens in the Russian Federation” speaks of the inadmissibility of refusal to provide free medical care, and for its violation, medical organizations and medical workers are liable in accordance with the legislation of the Russian Federation.

There is also criminal liability for failure to provide assistance to a patient.     Contrary to popular belief, the green plastic card issued by the pension fund is not SNILS. More precisely, not only SNILS. This is an insurance certificate, which, in addition to the insurance number, also contains the owner’s full name, date and place of birth, gender and date of registration in the compulsory pension insurance system.

    Losing your insurance certificate does not mean losing your SNILS: the number does not change throughout your life.

    Where and how to get an insurance certificate

    The document can be prepared independently or at your first place of work.

    If you decide to create a SNILS yourself, you need to contact the Pension Fund (PFR) branch at the place of registration, including temporary or actual residence.

    If you have lost SNILS

    Individual entrepreneurs, freelancers, lawyers, notaries and other specialists not attached to any organization can submit the same application directly to the Pension Fund.

    Within a month from the date of application to the Pension Fund, a duplicate of the certificate must be produced.

    SNILS when changing your last name

    The data indicated on the insurance certificate must correspond to the data in the passport. Therefore, when changing your last name, your green card also needs to be changed.

    The scheme is the same - you need to submit an application to the pension fund through the employer or personally, this time for the exchange of an insurance certificate. The old certificate is attached to the application.

    SNILS in the new insurance certificate will remain the same, only the last name will change.

    TIN

    TIN is a taxpayer identification number. It is necessary to record citizens who pay taxes. TIN is assigned to both legal entities and individuals. The TIN will be useful if you decide to register as an individual entrepreneur (IP).

    However, you can register an individual entrepreneur without a TIN. When registering as an individual entrepreneur, the tax office will automatically assign a number.
