How was the voting done?

Five-story buildings that are in disrepair (weak ceilings, supporting elements, unfavorable location in places of landslides, etc.) were hit. The list of demolished housing did not include historically important architectural structures of the post-revolutionary period. There were several ways for apartment owners to go through the voting procedure “for” or “against” the dismantling of their homes.

On February 21 of this year, the president of the state officially sent an instruction to the mayor of the capital to activate a new program for the demolition of five-story buildings. And two months later, the first regulations regulating this issue were prepared. But, given the speed of decision-making on the demolition of Khrushchev in Moscow, Muscovites have more questions than answers. And while the final lists of houses for demolition in Moscow in 2017 are being formed and their addresses are being determined, and the government is painstakingly working to eliminate contradictions in papers and by-laws.

In the Soviet Union, every family that faithfully worked at state-owned enterprises could rightly count on receiving personal housing. This is undoubtedly a good program, thanks to which Moscow is dotted with five-story buildings, among which Khrushchevs predominate. These houses became the lifeline of the city authorities, which made it possible to provide housing for thousands of Russian families. But time goes by, houses fall into disrepair, threaten their disrepair, and hundreds of families dream of changing their impractical layout to a spacious new apartment in a modern high-rise. This is one of the main reasons that provoked the demolition of five-story buildings in Moscow in 2017.

The renovation plan was launched back in 1998 and was expected to be completed by 2011.   • taking into account the opinions of owners / tenants of real estate in the houses-applicants separately for each apartment;
  • total calculation for each house separately.

In this case, a positive answer will be counted if:

  • all residents of the apartment voted for dismantling;
  • if the opinions of the residents of one apartment differ, but the majority looks at the solution of the issue positively;
  • if not a single vote was received from the apartment

Thus, only a unanimous refusal will count towards the "no" vote.

When determining the first list of houses that can be demolished, the period of construction and its condition were taken into account. For example, municipal utilities of the city carried out inspections in order to establish the accident rate of dwellings.

Continuation

The renovation project was launched in 2017, and it is for this period that the bulk of the work is planned. So, as already mentioned, before the end of the summer, the addresses of Moscow five-story buildings will be formed, which ones will be demolished. Further, it will take about two months to draw up notices to residents, to provide enough free apartments in new buildings for the resettlement of citizens, as well as to draw up all the necessary papers.

In the early 1960s, house designs were improved; the service life of brick Khrushchevs was calculated for 100 years. But due to the unsatisfactory quality of construction, some of them fell into disrepair much earlier.

It's time for a change: the authorities decided to replace panel five-story buildings of the 1-515 series, block buildings - 1-510 and brick buildings -1-511, as well as their modifications, with modern comfortable houses with parking lots under them, new utilities, landscaped courtyards. Until June 15, 2017, homeowners voted on the draft renovation program. The results of the apartment voting are available for verification. If 1/3 of the inhabitants were against it, there will be no resettlement and dismantling. There were 452 such houses. They were mostly built of brick. And, on the contrary, residents of 297 houses not included in the preliminary plans voted for demolition at the general meeting. Residents of quarters 79-81 Khoroshevo-Mnevnikov, Marshal Zhukov Avenue, dilapidated houses of Novozavodskaya Street addressed with requests for resettlement. The demolition priority is given to houses located near highways under construction.

The program is attractive in that residents will move to new homes in the same or neighboring area. In total, 5144 houses are planned for demolition in Moscow until 2020. People will receive turnkey apartments of equal size, at least 30% more expensive than the previous ones, or monetary compensation. This also applies to businesses located on the ground floors of Khrushchev. Owners of rooms in communal apartments will also receive apartments. The Moscow authorities have named the cost of finishing: for 1 m² - 11 thousand rubles. It includes plastic windows with baskets for air conditioning, energy-efficient batteries, water and electricity meters, the readings from which will be transmitted automatically, an intercom, separate bathrooms, ceramic toilets and metal bathtubs. Each apartment will have a balcony or loggia. According to preliminary data, about 25 million m² of new housing will be built, which will require 1.5 trillion. rubles.

Wave building method

The mass resettlement of residents from Khrushchev will begin no earlier than the second half of 2019. The first district will be Beskudnikovo. The method of wave building is already known to Muscovites. It consists of the following steps:

  1. Construction of a new house.
  2. Relocation of residents.
  3. Demolition of the old building and erection of a new one.
  4. Creation of infrastructure and strengthening of capacities in terms of communications.

Khrushchev houses will be replaced by houses built from panels of a new generation and as a monolith. Facade decoration will be bright, non-standard. The city authorities promise round-the-clock video surveillance in the houses, modern elevators, adapt entrances for the disabled and baby carriages. If premium-class buildings are built on the site of the Khrushchevs, the number of apartments in new houses will more than double, and their total area will increase by more than 5 once. For each site, the issue of construction will be decided individually. On the site of a mass accumulation of five-story buildings, it is logical to build large blocks. The best architectural bureaus of the capital will participate in the project. After 2020, it will be possible to make plans for the resettlement of residents in the Moscow region.

The five-story houses that are subject to resettlement and demolition were determined by voting by the residents themselves, as well as on the basis of the opinion of technical experts. Voting for the inclusion of "Khrushchev" in the renovation program was held from May 15 to June 15, 2017. The search results will provide information on the percentage of residents who voted for and against. Thus, you can understand whether your house is participating in the renovation program or not. It will include those five-story buildings, the majority of whose residents supported the project.

Along with this, an interactive map allows you to clarify the voting results of each apartment. The rooms, as well as the personal data of the residents, are encrypted. However, this information allows you to see the result of the distribution of opinions in more detail. The voting results in the Active Citizen and the My Documents MFC were summed up in two stages. At the first stage, it was determined how each specific apartment voted. For those objects that have several owners, the final opinion was calculated based on the majority of votes. In the case when the positions were divided in equal proportion, the opinion was not counted. The same algorithm worked for those apartments that are communal.

You can find out the results of the vote on the renovation using public portals. With their help, you can check whether your vote was taken into account. If a website called “Active Citizen” was used to express their position, or it was given through a personal visit to the MFC, then the voter received a personal code. It can be used to check whether your opinion has been processed. To do this, in a special form on the portal of the Mayor of Moscow, you must enter the received identifier. The result of the search should be information that the vote was taken into account, as well as in favor of which of the positions it was given.

The second stage of debriefing was to calculate the final opinion on the entire five-story building. The general mechanism for counting votes in the house as a whole looked like this. If more than two-thirds of the apartments in a house or 66.67% of the total number voted for renovation, then this house was included in the list of those that will be liquidated in the next 15 years, and their residents relocated.

The distribution of votes of "silent" citizens who abstained from voting is given special attention. Previously, it was assumed that such votes would be counted in favor of the renovation. However, it was subsequently decided that the abstentions would be distributed in proportion to the general opinion.

Residents of five-story buildings could cast their vote through the Active Citizen application, the My Documents MFC, or at meetings of owners, the decisions of which took precedence over other ways of expressing the will of citizens. The Moscow City Hall has done everything possible to ensure that Muscovites have no doubts about the correctness of the calculations. It was in order to give the process maximum transparency that the identity verification procedure was introduced.

In those communication channels through which Muscovites expressed their opinion about the program, and where you can find out the results of voting on the renovation at the moment, it was necessary to indicate personal data confirming the right to take part in the survey. The requested information included:

  • surname, name and patronymic of the voter, who is a resident of "Khrushchev"
  • series and number of the passport
  • SNILS insurance certificate number
  • data on the personal account of the apartment, on which utility bills are charged

Only upon verification of the information received, it was possible to get access to voting on the Active Citizen portal. In the Moscow branches of the MFC, in order to express their position, it was necessary to provide the specialist with a passport, as well as documents for an apartment confirming the right of ownership or provision of housing under a social contract.

6.7. In other cases, the result of voting for one apartment is a simple majority of opinions expressed by all voting participants who took part in the voting, who are the owners of the apartment (part of the apartment) and (or) tenants under a social tenancy agreement.

6.8. In the event of an equal distribution of opinions (votes) in relation to one apartment, voting for such an apartment is not taken into account and is not accepted in summing up the voting results.

6.10. An apartment building is considered supported for inclusion in the draft housing renovation program in the city of Moscow if the number of apartments that voted "in favor of including" the multi-apartment building in the draft housing renovation program in Moscow, including the apartments specified in paragraph 6.5 of this Procedure, exceeds 2/3 of the total number of apartments in such an apartment building, reduced by the number of apartments specified in clause 6.8 of this Procedure.
