The procedure for passing certification for obtaining a qualification category has been determined for specialists with higher and secondary medical education, with higher and secondary pharmaceutical education, as well as with higher professional education, carrying out medical or pharmaceutical activities in the health care system of the Moscow region.
Certification is carried out by a special commission of the Ministry of Health and is carried out once every five years in three qualification categories: second, first and highest. Terms of service provision:
Specialists who have expressed a desire to undergo certification (recertification) for a qualification category shall submit the necessary documents to the secretary of the Certification Commission of the Moscow Region one month before certification. Three months before the expiration of the qualification category, the applicant submits an application to the AK for confirmation of the existing qualification category or obtaining a higher one. 1. General Provisions
1. The Regulation on the procedure for medical workers and pharmaceutical workers to pass certification to obtain a qualification category (hereinafter - the Regulation) determines the procedure for passing certification for obtaining a qualification category by specialists with higher and secondary medical education, with higher and secondary pharmaceutical education, as well as with higher professional education carrying out medical or pharmaceutical activities in the health care system of the Moscow region (hereinafter referred to as specialists).
2. Attestation is carried out by the Attestation Commission of the Ministry of Health of the Moscow Region (hereinafter referred to as the Attestation Commission), created in accordance with the requirements of the order of the Ministry of Health of the Russian Federation of 23.04.2013 N 240n "On the Procedure and Timeline for Medical Workers and Pharmaceutical Workers to Pass Certification to Obtain a Qualification Category" ...
The Attestation Commission consists of the Coordination Committee (hereinafter referred to as the Committee), which carries out the functions of organizing the activities of the Attestation Commission and expert groups by specialties (hereinafter referred to as the Expert Groups) that certify specialists in terms of reviewing documents and conducting a qualification exam.
3. Certification of specialists with higher and secondary medical and pharmaceutical education is carried out in specialties provided for by the current nomenclature of specialties for specialists with medical and pharmaceutical education (hereinafter referred to as specialties).
4. Certification of specialists with other higher professional education and carrying out medical and pharmaceutical activities is carried out according to the positions provided for by the current nomenclature of positions of medical and pharmaceutical workers (hereinafter - positions).
5. Certification is voluntary and is carried out by certification commissions in three qualification categories: second, first and highest.
6. Certification is carried out once every five years. The assigned qualification category is valid throughout the territory of the Russian Federation for five years from the date of the publication of the local normative act.
7. Specialists can apply for the assignment of a higher qualification category no earlier than three years from the date of the publication of the local normative act on the assignment of a qualification category.
8. During certification, the theoretical knowledge and practical skills necessary for the performance of professional duties in the relevant specialties and positions are assessed on the basis of the results of the qualification exam.
The qualification exam includes an expert assessment of the report on the professional activity of a specialist (hereinafter referred to as the report), test knowledge control and an interview.
9. A specialist applying for the second qualification category must:
have theoretical training and practical skills in the field of their professional activities;
navigate modern scientific and technical information, possess the skills of analyzing quantitative and qualitative indicators of work, drawing up a report on the work;
have work experience in the specialty (in position) for at least three years.
10. A specialist applying for the first qualification category must:
have theoretical training and practical skills in the field of ongoing professional activities and related disciplines;
use modern methods diagnostics, prophylaxis, treatment, rehabilitation and own medical and diagnostic equipment in the field of professional activities;
be able to competently analyze the indicators of professional activity and navigate in modern scientific and technical information;
participate in solving tactical issues of organizing professional activities;
have work experience in the specialty (in position) for at least five years.
11. A specialist applying for the highest qualification category must:
have high theoretical training and practical skills in the field of their professional activities, know related disciplines:
to use modern methods of diagnosis, prevention, treatment, rehabilitation and to own medical and diagnostic equipment in the field of professional activities;
be able to evaluate the data of special research methods in a qualified manner in order to establish a diagnosis;
navigate modern scientific and technical information and use it to solve tactical and strategic issues of professional activity;
have work experience in the specialty (in position) for at least seven years.
Conducting certification
1. Specialists who have expressed a desire to undergo certification to obtain a qualification category shall submit the following documents to the Certification Commission:
an application addressed to the chairman of the Attestation Commission, which indicates the surname, first name, patronymic (if any) of the specialist, the qualification category for which he applies, the presence or absence of a previously assigned qualification category, the date of its assignment, consent to the receipt and processing of personal data contained in the application and the documents attached to it, in the manner prescribed by the legislation of the Russian Federation on personal data, the personal signature of the specialist and the date (Appendix No. 1);
a printed certification sheet, certified by the personnel department of an organization carrying out medical or pharmaceutical activities, the employee of which is a specialist (Appendix No. 2);
a report personally signed by a specialist, agreed with the manager and certified by the seal of the organization carrying out medical or pharmaceutical activities, the employee of which is the specialist. The report should contain an analysis of professional activity for the last three years of work - for employees with higher professional education and for the last year of work - for employees with secondary vocational education. If the manager refuses to agree on the report, he issues a written explanation of the reasons for the refusal, which is attached to the application for obtaining a qualification category. If a specialist had a job change during the reporting period, then either two reports are submitted for each institution, or one report approved by the heads of both organizations;
copies of educational documents (diploma, certificates, certificates, specialist certificates), work record book, certified in accordance with the established procedure, other documents confirming the implementation of professional activities;
in the event of a change in the surname, first name, patronymic - a copy of the document confirming the fact of changing the last name, first name, patronymic;
a copy of the document on the assignment of the existing qualification category (if any).
If there are documents issued on the territory of a foreign state and executed in a foreign language, the specialist submits a notarized translation of these documents into Russian.
2. The documents are submitted by a specialist personally or in the form of mail to the state budgetary professional educational institution of the Moscow region "Moscow Regional Medical College N 1" (hereinafter referred to as the College) subordinate to the Ministry of Health of the Moscow Region (hereinafter - the Ministry) at the address: 129110, Moscow , Shchepkina st., 61/2, building 1.

3. The specialist submits documents no later than four months before the expiration of the existing qualification category, otherwise the qualification examination may be held later than the expiration date of the existing qualification category.
4. Acceptance of documents submitted by a specialist to the Attestation Commission is carried out by the staff of the College, who check the availability and correctness of the documents provided for in clause 1 of this Regulation.
Accepted documents are registered by college specialists in the register of documents on the day of their acceptance.
5. In case of inconsistency of the documents provided for in clause 1 of these Regulations or their incorrect execution, the documents are returned to the specialist with an explanation of the reason for the refusal to accept the documents.
6. The specialist has the right to resubmit the documents after elimination of the identified deficiencies.
7. Documents accepted by the specialists of the College, within seven days, are transferred to the Deputy Executive Secretary of the Attestation Commission, who oversees the maintenance and storage of document registration logs by the specialists of the College.
The Deputy Executive Secretary of the Attestation Commission enters information on the documents submitted to the Attestation Commission into an electronic database and, no later than fourteen days from the date of registration of documents, sends them to the expert groups.
8. The expert group, no later than thirty calendar days from the date of registration of documents, examines them, approves the conclusion on the report and appoints the date and place of the test control of knowledge and interviews.
The decision of the Expert Group on the appointment of a date for the test control of knowledge and interviews is communicated to the specialist no later than thirty calendar days before the date of the test control and interview, including by posting the relevant information on the official website of the College on the Internet and information stands of the College.
Test control of knowledge and interviews are carried out no later than seventy calendar days from the date of registration of documents.
Test control of knowledge provides for the specialist to perform test tasks and is recognized as passed, subject to the successful completion of at least 70% of the total amount of test tasks.
Subject to the successful passing of the test control of knowledge, the specialist undergoes an interview with the members of the Expert Group on theoretical and practical issues of professional activity.
Based on the results of the qualification exam, the Expert Group decides on the assignment or refusal to assign a qualification category to a specialist.
The decision to assign or refuse to assign a qualification category to a specialist is made by the Expert Group no later than seventy calendar days from the date of registration of documents.
The decision of the Expert Group to refuse to assign a qualification category to a specialist is made on the following grounds:
the presence in the conclusion of the report of a negative assessment of the theoretical knowledge or practical skills of the employee necessary for him to obtain the declared qualification category;
the presence of an unsatisfactory mark based on the results of the test control of knowledge;
failure of a specialist to pass a test control of knowledge or an interview.
The decision of the Expert group is drawn up in the minutes of the meeting of the Expert group (Appendix No. 3) and entered into the specialist's certification sheet.
In case of refusal to assign a qualification category, the protocol indicates the grounds on which the Expert Group made the appropriate decision.
The expert group, within five calendar days after the decision is made, submits to the deputy executive secretary of the Attestation Commission the documents of specialists, together with protocols and completed attestation sheets.
The executive secretary of the attestation commission prepares materials for the meetings of the Committee.
The Committee, no later than ninety calendar days from the date of registration of documents, prepares and submits for approval a local normative act on the assignment of qualification categories to specialists who have passed certification.
The Ministry, no later than one hundred and ten calendar days from the date of registration of documents, issues a local regulatory act on assigning qualification categories to employees who have passed certification.
The Ministry ensures the preparation of extracts from the local normative act on the assignment of qualification categories (hereinafter - extracts).
Not later than one hundred and twenty calendar days from the date of registration of documents, the specialist personally or through a person authorized by the medical organization receives in the College an extract from the local regulatory act on the assignment of a qualification category, certified in the prescribed manner. The issuance of an extract is recorded in the document registration journal.
The decision of the attestation commission can be appealed to the Ministry within one year from the date the attestation commission made the appealed decision.

The document became invalid in connection with the publication of the order of the Ministry of Health of the Ministry of Defense of the Ministry of Health of the Russian Federation dated July 18, 2016 N 1493.
In accordance with Article 63 of the Fundamentals of the Legislation of the Russian Federation on the Protection of Citizens' Health dated July 22, 1993 N 5487-1, by order of the Ministry of Health of the Russian Federation of August 9, 2001 N 314 "On the procedure for obtaining qualification categories" and in order to improve the procedure for obtaining qualification categories by specialists with secondary vocational education, working in healthcare institutions of the Moscow region, I order:
1. To approve the Regulation on the procedure for obtaining qualification categories by specialists with secondary vocational education working in health care institutions in the Moscow region (Appendix 1).
2. To create under the Ministry of Health of the Moscow Region a Commission for the certification of specialists with secondary vocational education for qualification categories (Appendix 2).

3. POSITION
ON THE PROCEDURE FOR OBTAINING QUALIFICATION CATEGORIES
SPECIALISTS WITH SECONDARY VOCATIONAL EDUCATION,
WORKING IN HEALTHCARE INSTITUTIONS
MOSCOW REGION
1. General Provisions
1.1. The Regulation on the procedure for obtaining qualification categories (hereinafter referred to as the Regulation) determines the procedure for obtaining qualification categories by specialists with secondary vocational education engaged in medical and pharmaceutical activities in healthcare institutions and organizations of the Moscow Region, regardless of ownership and departmental affiliation.
1.2. Attestation is carried out by the Commission for attestation of specialists with secondary vocational education for qualification categories, created under the Ministry of Health of the Moscow Region, in accordance with the requirements of the order of the Ministry of Health of the Russian Federation dated 09.08.2001 N 314 "On the procedure for obtaining qualification categories."
1.3. Upon receipt of the qualification category, professional qualifications, competence, as well as the ability to perform official duties in accordance with the position held are assessed.
1.4. Qualification categories are assigned in accordance with the nomenclature of specialties approved by the Ministry of Health of the Russian Federation.
1.5. The qualification of a specialist is assessed in three qualification categories: second, first and highest.
Qualification categories are assigned to specialists who have a sufficient level of theoretical training and practical skills, taking into account their compliance with the qualification characteristics of specialists and work experience in the certified specialty.
When assigning a qualification category, it is recommended to follow the sequence: second, first, highest.
1.6. Upon receipt of qualification categories by nursing and pharmaceutical workers, the periods of work are included in the length of service in the certified specialty:
By specialty in health care institutions and organizations, regardless of organizational and legal forms and departmental subordination;
In elective positions in legislative bodies, trade union bodies, public-professional medical and pharmaceutical associations, but not more than the period provided for in article 54 of the Fundamentals of the legislation of the Russian Federation on the protection of public health for persons who did not work in their specialty;
In the states of the former republics of the USSR; under a contract abroad in institutions and organizations, regardless of the form of ownership in the specialty;
The length of service in the specialty "Nursing" includes the time of work in the specialties "Organization of Nursing", "General Medicine", "Obstetrics", "Anesthesiology and Reanimatology", "Operations", "Nursing in Pediatrics";
The length of service in the specialty "Nursing in Pediatrics" includes the time worked in the specialties "Organization of Nursing", "General Medicine", "Obstetrics";
The length of service in the specialty "Organization of nursing" includes the time worked in any position of nursing staff.
1.7. A specialist can obtain a qualification category in specialties corresponding to both the main and combined positions.
Women on maternity leave, mothers and their closest relatives who are on parental leave until they reach the age of three, retain their work experience in their specialty and their qualification category. Within one year after starting work, they can confirm it with the submission of a report on the work in the certified specialty for the specified period.
When medical and pharmaceutical workers are transferred to practical work in healthcare institutions from elective positions from legislative bodies, trade union bodies, public-professional medical and pharmaceutical associations, the previously obtained qualification category is retained for them during the year. To confirm it, these persons submit a report on work in their specialty for the last year of work at a new place.
In the event of liquidation of a health care institution or reduction in the number of staff, specialists retain their qualification category for 1 year from the date of dismissal, the validity of which expires at the time of their dismissal. These specialists can confirm their qualification categories by submitting a report for 1 year of work at a new place to the certification commission.
For persons on a business trip abroad, the period of recertification is postponed for the period of a business trip, and all the necessary documents are submitted to the certification commission, including a report certified by the organization responsible for the work of a specialist abroad.
In the case of a valid reason (temporary disability, business trip, etc.), at the suggestion of the head of the territorial health management body or the health care institution of regional subordination, the specialist's recertification period may be postponed by the decision of the certification commission for three months.
1.9. When establishing the level of remuneration for health workers, the qualification categories received by specialists in the Russian Federation are taken into account.
1.10. When moving from one position to another in accordance with the established procedure, paramedical workers retain their qualification category during the year in the following cases:
Paramedics, midwives, nurses - anesthetists (including elders), operating nurses (including senior ones) who have transferred to the positions of nursing staff corresponding to the specialties "Nursing" and "Nursing in Pediatrics";
Nursing workers who have transferred to positions corresponding to the specialty "Organization of nursing";
Heads of institutions from among the nursing staff who have transferred to any position of nursing staff;
Nurses with a qualification category in the specialty "Nursing in Pediatrics", who have transferred to positions corresponding to the specialty "Nursing".
1.11. On the proposal of the administration of the health care institution, the Certification Commission has the right, in the prescribed manner, to consider the issue of downgrading or withdrawing the existing qualification category from a specialist before its expiration.
2. The procedure for obtaining qualification categories
2.1. Certification for obtaining qualification categories of nursing and pharmaceutical workers is carried out at the bases of the Moscow Regional Medical College and the Moscow Regional College N 2.
2.2. Professional competence and qualifications of a specialist are determined based on the results of a qualification exam, which is carried out in the form of a test computer control.
2.4. Specialists who have expressed a desire to obtain a qualification category submit to the certification commission an application, a certification sheet (application) and a report on the work for the last year, approved by the head of the organization in which the specialist works.
Acceptance of certification materials is carried out in the above educational institutions from the 1st to the 15th day of each month.
2.5. Three months before the expiration of the qualification category, a specialist can submit an application to the certification commission for confirming the existing qualification category or obtaining a higher one.
Specialists who have moved from the former republics of the USSR can, after one year of work in a new place, submit documents to the certification commission to confirm their qualification categories. At the same time, a report for the last year of work at the new place is attached.
2.6. In case of refusal of the specialist from the next recertification, the previously assigned qualification category is lost from the moment of the expiration of the five-year period from the date of its assignment.
2.7. The directors of the Moscow Regional Medical College and the Moscow Regional Medical College N 2 provide:
Organization of acceptance of certification documents;
Test computer control;
Documenting the results of certification in the prescribed manner;
Organization of the issuance of certificates on the assignment of a qualification category;
Safety of attestation documents for five years after the issuance of an order on assigning a qualification category to a specialist.
